Deeply entrenched poverty and conflict in parts of Africa, the Middle East and Asia understandably occupy the bulk of U.N. attention, presenting the organization with the most urgent and pressing development challenges. But states Eastern Europe, particularly the Balkans, ought not to be lost in the shuffle.
